The Virginia Department of Alcoholic Beverage Control (ABC) is an administrative agency of the State with law enforcement powers.  The Virginia ABC Board regulates the wholesale and retail distribution, as well as the consumption of alcoholic beverages.  ABC Special Agents have the primary responsibility of enforcing ABC laws, but all law enforcement officers in Virginia have the authority and responsibility to ensure compliance with ABC laws and regulations.
